The 110th Meeting of the ASEAN Coordinating Committee on Services (CCS 110) and its related groups meetings are taking place from 16 to 20 June 2025 in Vientiane, Lao PDR, with the participation of representatives from all ASEAN Member States (AMS), members of the ASEAN Secretariat, and Timor-Leste as an observer. The Vietnamese delegation attending the meeting comprised representatives from the Ministry of Finance (Head of Delegation), the Government Office, the Ministry of Industry and Trade, the Ministry of Justice, the Ministry of Public Security, the Ministry of Culture, Sports and Tourism, as well as several experts from various Associations.

From 16 to 17 June 2025, working groups under the CCS framework—such as the Business Services Sectoral Working Group (BSSWG) and the Logistics and Transport Services Sectoral Working Group (LTSSWG)—held group meetings to continue discussions on regional Mutual Recognition Arrangements (MRAs), aiming to reduce restrictions on the movement of labour among ASEAN Member States.

The CCS 110 meeting is taking place from 17 to 20 June 2025. During the meeting, ASEAN Member States continued discussions on several issues related to the principles for developing the List of Non-Conforming Measures (NCMs List) in order to implement the ASEAN Trade in Services Agreement (ATISA). According to the roadmap, 3 out of 6 ASEAN-6 countries (Indonesia, Malaysia, and Thailand) submitted the second draft of their respective NCMs Lists. The International Trade Centre (ITC) engaged in discussions with these countries on the content of the second drafts to further assess and provide feedback on the remaining outstanding issues in each country's schedule of commitments. The second drafts have addressed most of the shortcomings from the first drafts and incorporated ITC’s recommendations.

Additionally, the meeting provided updates on the negotiation and implementation status of service-related element under various ASEAN+ Free Trade Agreements (FTA ASEAN+), including the negotiation progress of the Trade in Services Chapter of the ASEAN-Canada Free Trade Agreement (ACAFTA), and the transition by member states to the “positive-listing” approach for services commitments under the ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA), in line with the agreed roadmap…

ASEAN countries also discussed the implementation roadmap for the ASEAN Services Facilitation Framework (ASFF), which was proposed by Singapore to facilitate the movement of natural persons in regional trade and investment activities.

Also at CCS 110, ASEAN Member States deliberated and reviewed Timor-Leste’s application to accede to the ASEAN Framework Agreement on Services (AFAS), ATISA, and the Agreement on the Movement of Natural Persons (MNP).
