This document was jointly prepared by the Organisation for Economic Co-operation and Development (OECD) in collaboration with the Economic Research Institute for ASEAN and East Asia (ERIA) and the ASEAN Secretariat. It aims to provide a comprehensive assessment of the policy framework supporting small and medium-sized enterprises (SMEs) across the ten ASEAN countries during the 2019–2023 period. The report was developed to support the implementation of the ASEAN Strategic Action Plan for SME Development (SAP SMED 2025), with a particular focus on two main pillars: sustainable growth and digital transformation. The report was published in 2024 with contributions from SME regulatory authorities across the region. (2024)
