The publication presents the process of developing and advancing the ASEAN Digital Integration Index (ADII) under the ASEAN Inclusive Growth through Innovation, Trade and E-Commerce (IGNITE) Initiative, jointly implemented by ASEAN and the United States Agency for International Development (USAID). The ASEAN Digital Integration Index Report Version 1.0, implemented during 2020–2021, marked an important milestone in ASEAN’s efforts to promote digital transformation and digital economic integration in the post-COVID-19 pandemic context. Building on this foundation, Version 2.0 of the ASEAN Digital Integration Index was developed to update data, reflect recent developments, and capture emerging policy priorities.
The report analyses the indicators of Version 2.0 at both the regional level and across individual ASEAN Member States, while also providing comparisons with Version 1.0. The book elucidates the linkages between index results and relevant policy and regulatory developments. A key focus is on strengthening ASEAN Member States’ ownership and capacity in data collection, management, and analysis to support evidence-based policymaking. The report also offers recommendations to promote sustainable and inclusive digital integration in the region. Finally, the book proposes directions for the development of Version 3.0 of the ASEAN Digital Integration Index, aligned with emerging technologies and future regional digital economic cooperation frameworks.
