Document: Implementation Roadmap for Establishing a Harmonised and Recognised Unique Business Identification Number (UBIN) across ASEAN

This document was developed by the Boston Consulting Group (BCG), based on both qualitative and quantitative research. It was prepared at the request of the ASEAN Secretariat, with funding support from the Government of Australia through the “Australia for ASEAN Futures Initiative” (Aus4ASEAN). The roadmap was completed in 2024 with the aim of establishing a shared UBIN identifier repository that enables individuals, organisations, and enterprises across ASEAN to access information, thereby contributing to the promotion of digital economic integration and facilitating cross-border trade in the region. The roadmap comprises several components, including governance mechanisms; technological solutions; financial viability (including funding mechanisms); regulatory feasibility; and capacity-building programmes. (The document was endorsed by the ASEAN Senior Economic Officials Meeting (SEOM) in February 2025.)
