The Minister of Finance has just signed and issued a decision on reviewing and evaluating the efficiency of Double Taxation Agreements and their impact on Vietnam's tax policy and adjustment orientations.
Accordingly, the Decision states the action plan of the Ministry of Finance in implementing the Prime Minister’s Decision 2072/QD-TTg on approving the Project on “Reviewing and evaluating the efficiency of double Taxation Agreements and their impact on Vietnam's tax policy and adjustment orientations”.
The Ministry of Finance sets out a plan to develop a strategy for negotiating and signing the agreement for 2021-2030. Accordingly, the General Department of Taxation will be in charge of analyzing the foreign investment in Vietnam and investment from Vietnam abroad to propose the selection of priority partners based on the criteria of political relations, diplomacy, trade, and investment that need to sign the tax agreement in the near future; develop a negotiation plan for Double Taxation Agreement for 2021-2030. The country’s top tax authority will coordinate with relevant units to negotiate with selected partner countries.
In addition, the ministry also revises negotiation policies with new partners. The General Department of Taxation is in charge of studying international trends on new regulations of tax agreements; proposing Vietnam's tax agreement policy for each signing partner, and ensuring efficiency when participating in tax agreement negotiations.
The top tax authority will renegotiate signed tax agreements, and develop agreement provisions on income from digital economic activities.
The Ministry of Finance has requested the General Department of Taxation to coordinate with competent agencies to adjust domestic laws due to the impact of tax agreements and implementing international commitments.
