* Should it be necessary to check the authenticity of the documents/materials requested for consular legalization, the document receiving officer may request the applicants to submit the original copy of the related documents/materials and a copy of those documents/materials.

Process Steps

Step 1

Documents or materials shall be submitted at:

a) At the Consular Department (Ministry of Foreign Affairs). Address: 40 Tran Phu, Ba Dinh, Hanoi. Time to apply and receive results: From Monday to Friday and Saturday morning, excluding holidays and New Year

b) At the Department of Foreign Affairs of Ho Chi Minh City (Ministry of Foreign Affairs). Address: No. 184 bis Pasteur Street, Ben Nghe Ward, District 1, Ho Chi Minh City. Time to submit application and receive payment: working days of the week and Saturday morning, except Sunday and public holidays, Tet

c) At the headquarters of local foreign affairs agencies authorized by the Ministry of Foreign Affairs to receive consular certification and legalisation documents (name of local Foreign Affairs agency, address, time of receipt and return of results of those agencies should be viewed at the Consular Information Portal - Ministry of Foreign Affairs: lanhsuvietnam.gov.vn)

The Consular Department or Department of Foreign Affairs of Ho Chi Minh City process the requests

Step 3

The certified/legalised documents can be received directly at the agencies’ offices as per the Acknowledgement of Receipt, or sent by post to the Applicants

Note

1. Papers and documents exempted from consular certification and legalisation:

- Papers and documents exempted from consular certification and legalisation under treaties to which Vietnam and foreign countries concerned are contracting parties, or on the reciprocity principle.

- Papers and documents delivered directly or via diplomatic channel between competent Vietnamese and foreign agencies.

- Papers and documents exempted from consular certification and legalisation under Vietnamese laws.

- Papers and documents not required of consular certification and legalisation by receiving Vietnamese or foreign agencies under relevant Vietnamese or foreign laws.

2. Papers and documents prohibited from consular certification and legalisation:

- Papers and documents containing modifications or erasures without proper correction as required by law.

- Papers and documents in dossiers of request for consular certification or legalisation containing contradictory details.

- Forged or unduly issued or certified papers and documents according to law.

- Papers and documents bearing non-original signatures or stamps.

- Papers and documents with contents infringing upon the interests of the Vietnamese state.
