Implementing Vietnam's import and export tax commitments in the Comprehensive Economic Partnership Agreement (RCEP), on December 30, 2022, the Government signed the Government's Decree No. 129/2022/ND-CP dated December 30, 2022, on Vietnam's Special Preferential Import Tariff to implement the Comprehensive Economic Partnership Agreement (RCEP) for the period 2022-2027, agree with the List of goods exported and imported from Vietnam according to the List of ASEAN Harmonized Tariff (AHTN) 2022 specified in Circular No. 31/2022/TT-BTC dated June 8, 2022 of the Ministry of Finance.
This is the first tariff decree to implement Vietnam's commitments in RCEP. Basically, the content of the Decree is similar to other FTA Tariff Decrees issued at the same time - applied stably and without problems in the implementation process over the past time, with the addition of some specific provisions of the RCEP Agreement.
In terms of effectiveness, the above-mentioned Decree takes effect from the date of its signing, December 30, 2022. The promulgation of the above-mentioned Decree contributes to building institutions to implement Vietnam's tariff commitments under the RCEP Agreement, thereby, continuing to facilitate and promote trade exchanges between Vietnam and other countries, creating positive effects for Vietnam's economic development.
