Issued with this Circular are Appendices of Nomenclature of import and exports:

1. Appendix 01: Nomenclature of exports requiring licenses within the cultural management of the Ministry of Culture, Sports and Tourism with codes determined under Vietnam’s Nomenclature of Exports and Imports (HS codes);

2. Appendix 02: Nomenclature of imports requiring licenses within the cultural management of the Ministry of Culture, Sports and Tourism determined under HS codes;

3. Appendix 03: Nomenclature of exports under given conditions within the cultural management of the Ministry of Culture, Sports and Tourism determined under HS codes;

4. Appendix 04: Nomenclature of imports under given conditions within the cultural management of the Ministry of Culture, Sports and Tourism determined under HS codes;

5. Appendix 05: Nomenclature of goods banned from export within the cultural management of the Ministry of Culture, Sports and Tourism determined under HS codes;

6. Appendix 06: Nomenclature of goods banned from import within the cultural management of the Ministry of Culture, Sports and Tourism determined under HS codes.

Rules for using the Nomenclature:

1. Rules for application:

a) In case of listing only 4-digit HS codes, all 8-digit HS codes of this 4-digit HS codes are applied.

b) In case of listing only 6-digit HS codes, all 8-digit HS codes of this 6-digit HS codes are applied.

c) In case of detailed listing to the 8-digit HS codes, only those 8-digit HS codes shall be applied.

2. The Nomenclature of exports and imports determined by HS codes specified in Article 1 hereof shall apply the rules and method of export and import management within the cultural management of the Ministry of Culture, Sports and Tourism regulated by the Minister of Culture, Sports and Tourism.

3. In case such goods are not identified in any HS code on the Nomenclature of exports and imports (or such goods do not have HS codes), in carrying out export and import procedures, samples of such goods must be taken for assessment by competent agencies to serve the classification of HS codes.

This Circular comes into force as of October 9, 2018.

Appendix 1 of Nomenclature of exports and import classified by HS codes within the cultural management of the Ministry of Culture, Sports and Tourism issued together with Circular No. 28/2014/TT-BVHTTDL dated December 31, 2014 of the Minister of Culture, Sports and Tourism on management of international sale of goods within cultural management of the Ministry of Culture, Sports and Tourism ceases to be effective from the effective date of this Circular.
